Anne MacMillan is Invariant's Chief Strategy Officer and chairs the firm's food and agriculture practice, leveraging 25 years of expertise across both the federal government and private sector to drive impactful policy solutions and public affairs strategies. 

Focus Areas 

• Food and agriculture policy, including nutrition issues, farm bill, and trade.  Energy and environmental issues, including natural resources, water management, and environmental regulations.  

• Relationships within House and Senate Democratic leadership. 

• Designing and implementing comprehensive business advisory engagement strategies to enable clients to effectively engage with Congress, executive branch agencies, and the media.  

At Invariant, Anne has built one of Washington, D.C.’s largest food and agriculture public affairs practices, integrating government relations, strategic communications, and brand building. Before joining Invariant, Anne served as Deputy Chief of Staff to U.S. Department of Agriculture Secretary Tom Vilsack and as a Senior Policy Advisor to Speaker Nancy Pelosi (D-CA). In the private sector, Anne was Director of Government Affairs for a multi-billion-dollar farming and consumer packaged goods company based in California.
