David Weinberg is a veteran legislative strategist who helps clients navigate Congress, the executive branch, and high-stakes policy debates in Washington. He advises companies and organizations on shaping legislation, managing congressional oversight, and building bipartisan support.

Before joining Invariant, David spent more than 17 years on Capitol Hill, most recently as Democratic Staff Director of the Senate Homeland Security and Governmental Affairs Committee, where he drove committee strategy for Senator Gary Peters (D-MI) and supervised the policy, investigations, nominations, and communications teams. He led negotiations with Republican committee Members, Senate leadership, and the House, and managed the confirmation process for Cabinet-level and agency nominees. David led enactment of more than 30 standalone bills, including the Advancing American AI Act and a comprehensive bipartisan overhaul of FedRAMP. He previously served as Legislative Director for Peters in both the Senate and the House.
