Ethan Billips supports Invariant’s economic policy team by providing thorough research and in-depth analysis of issues related to financial services. 

Focus Areas   

• Conducting research and drafting policy updates, issue papers, and briefings on financial services for clients, Capitol Hill, and federal agencies. 

• Monitoring federal legislation and regulatory developments to identify key trends and emerging issues in financial services. 

• Coordinating client engagements with policymakers while providing strategic analysis to support policy navigation and business objectives. 

Before joining Invariant, Ethan worked as a legislative intern for the office of Representative David Trone (D-MD), where he conducted policy research. Ethan also worked at Lot Sixteen, where he tracked federal legislation and regulatory decisions affecting the energy sector. He has worked on political campaigns at the local, state, and federal levels.
