Joe Bushong advises clients on appropriations, transportation, and infrastructure issues. He draws on more than a dozen years of experience in both the Senate and House, working in leadership and for senior members of the Appropriations Committees, to help clients secure funding and policy wins that advance their strategic objectives.

Designing and implementing federal policy engagement strategies to enable clients to effectively engage with Congress and executive branch agencies.
Advising clients on transportation and infrastructure policy, including aviation, maritime, water resources, and surface transportation.
Helping clients navigate the annual appropriations process and secure federal funding and policy priorities.
Before joining Invariant, Joe served as chief advisor for appropriations and infrastructure to the Senate Majority Whip, Senator Dick Durbin (D-IL). In that role, he led the Senator’s appropriations team and helped to shape every major appropriation and infrastructure law in recent years from his seat at the Senate leadership table. Joe also served as deputy chief of staff to Representative Mike Quigley (D-IL), managing the legislative team, advising on transportation and infrastructure policy, and overseeing the House Appropriations Committee portfolio.
