As co-chair of Invariant’s Technology and Competition Government Relations practice, Joel Richard relies on his deep knowledge of AI policy and antitrust regulations to guide clients through the complexities involved in today’s rapidly changing environment.

Joel has prepared witnesses for testimony before multiple congressional committees, including the House and Senate Judiciary Committees, the House Energy and Commerce Committee, the House Science, Space, and Technology Committee, the House Ways and Means Committee, the Select Committee on the Strategic Competition with the Chinese Communist Party, and the Senate AI Insight Forums. Joel served as senior counsel and speechwriter to Congressman Ted Deutch (D-FL) for nine years, where he guided messaging to support survivors of the Marjory Stoneman Douglas High School shooting, led a legislative strategy that enabled President Barack Obama to award the Medal of Honor to previously overlooked veterans, and managed the congressman’s House Judiciary Committee portfolio.
