Katy Hagan is a senior leader in Invariant’s national security practice with nearly 30 years of experience in defense budgeting and appropriations. She brings deep expertise from both the Pentagon and Capitol Hill, helping companies navigate Congress to secure funding and advance policy objectives. 

Focus Areas 

• Providing strategic advisory services to companies and executives to build relationships on Capitol Hill and with the Department of Defense (DOD). 

• Leveraging connections to keep clients informed of developments on Capitol Hill and to anticipate engagement opportunities with both Member offices and congressional committees. 

• Engaging directly with Capitol Hill and DOD to drive tangible actions for clients.   

Before joining Invariant, Katy served on the Senate Appropriations Subcommittee on Defense for close to 20 years. Her deep bipartisan credentials—built through consistent service to the majority party in every Congress she served—bring a rare, highly specialized skill set to Invariant, enabling tailored, strategic solutions to national security challenges.
